This uses the existing --with-fat-dir option and instead of installing
everything to that directory, creates a normal ikiwiki hierarchy of
files including .mdwn files, whacked release notes html files and all
of the appropriate packages.
One stop shopping for adding the release to the web site.
Attempted to update Releasing file to match.

This will allow the scanning code to be used by the command line tools
as well as the ao-view GUI.
Now that ao-view depends on the ao-tools library, it has been moved to
the ao-tools directory as well.

aoload is a custom version of ccload which edits the data before sending it
to the target machine, writing the target serial number into the data.
