doc: Use RELEASE_DATE to set PDF timestamps using faketime

The PDF files are generated at the same time the HTML files are, so the PDF versions depend on the HTML ones. However, touching the PDF files is a bad idea. Signed-off-by: Keith Packard

All we use the release notes for is to include into the main AltOS page. Also remove the docinfo for these files so that information isn't duplicated for each set of release notes. Signed-off-by: Keith Packard
