Verbose dumps some data while sending packets.
Fake sends constructed packets, once every 500ms.
Rate sets the transmit bit rate.

This adds a new command to TeleDongle to send arbitrary data, and then
creates a new tool, 'ao-send-telem' that replays existing telemetry
files through TeleDongle.
